He does drop it. It is a somewhat low drop rate, but not ridiculously low.

No, he does not.
The only Bain weapons I've seen from Balrog are the ones listed on Basilmarket. It does however drop a [url=http://www.basilmarket.com/MapleStory-item-Dragon-s-Tail-of-Balrog-4127.html]Dragon's Tail of Balrog[/url], which is practically a Balrog version of a Dragon's Tail, but with less attack.
I don't think there was ever a bain dagger.
