I don't think he intended to put in as an advanced technique otherwise it would have been in the manual etc. But L-canceling is when you shield to avoid the ending frames of falling right? Maybe because melee had a greater fall speed so it was necessary for that game. What I mean is not to be explicitly used as a move but for smoother play when smashing buttons and stuff like that.

My opinion on ssb4 is that I like it and am considering buying a wiiu for it but I don't play competitively so I don't care about any of the above.

There was an interview where Sakurai says he considers smash a party game. I don't think he intended melee to be competitive anyway it was just by accident that some game mechanics were exploited to make it more fast paced and skill based.

Hoping its competitive like melee was, melee had pretty good mechanics that made the game fun to play for both casuals and pro player. Brawl on the other hand i didnt enjoy so much. im definitely getting smash on the 3DS but im still not sure if the wii u smash is worth getting a Wii U for.

Psh, 3DS. It's all about the Wii U version.

But no really, if you have the 3DS and have any interest at all in smash bros in general, get it. It's shaping up to be an awesome game and the 3DS version has the same character roster, so all you miss out on are the HD graphics on a bigger screen and the exclusive stages (3DS has it's own exclusive stages too though).
