15%total damage is heaps if you have a high range, if your range is low and bad then go for 48 attack.
48 att definitely seems way better to me
especially since total damage stacks additively with boss damage, you may be only getting a 4% increase in damage against bosses, but with 48 weapon attack you get a much higher boost if you don't have over 1k weapon att

True but it really depends on what item he is talking about. It's pointless if it's a low level weapon, unless scrolled very well to the point where its good for 50 more levels or so.

On what item are you talking about?
With an item you plan to keep for a while, it can boost up your range over time, especially when buffed.
