Talent of Phantom Thief I/II/III/IV: there is now a 30 second cooldown in between changing skills
Blanc Carte (2nd): damage has been decreased from 160% to 140%
Acute Sense (3rd): critical chance boost has been decreased from 50% to 30%
Coat of Arms (3rd): damage has been decreased from 225% to 200%
Soul Steal (4th): cooldown has been increased from 60 to 120 seconds
Pray of Aria (4th): damage boost has been decreased from 30% to 20%
Tempest of Card (4th): cooldown has been increased from 12 seconds to 18 seconds
Ultimate Drive (4th): damage has been decreased from 130% to 120%
Twilight (4th): damage has been decreased from 600% to 450%
Noir Carte (4th): damage has been decreased from 220% to 200%

Now to end the Rumours about Phantom Impeccable Memory Nerf.
"Duration and DMG% of stolen skills is 60%" - No That is an insanely large nerf making Impeccable Memory Extremely Useless.
"Duration of Stolen Buff Skils has been reduced by 20%" - Yes that is true.
"Proof?" -Myself having Phantom in KMS and other friends in KMS
"But I don't see anyone of it in the patch notes" -You don't see the Mushroom Kingdom Nerf, Epineah Ring Drop Rate Nerf and Etc in the Patch Notes Either but that doesn't make it untrue.
"Going off topic here but what Mushy Kingdom & Epineah Nerf?" - You know how King Pepe gives Mob EXP when defeated right? Yeah no more of that. "Nexon Realised how op this was with HS and 2x" -Happens at Mihile Release as I can recall & Epineah Ring Nerf the drop rate of the ring has drastically been reduced you see it 1/8 of the time now lol "Could be related to the Level Range Drop Nerf but the drop rate wasn't this bad before the Nerf" -I don't remember when this happened but I was really sad how I couldn't farm them for Superiors anymore

When that rumor about buff duration going down 60% came around, I just thought it would be an annoyance. 20% isn't a big deal, and if my Shad doesn't get a reset I'll prob still be on my Phantom.
