Empress Equips/Set Question

I currently have 5/6 empress equips.

The 5-set effects state that all my skills [i]should[/i] be upgraded by +2.

However, when I look at my skills, only the ones that aren't maxed show a +2 description.

Is this merely a superficial issue (meaning that I [i]am[/i] getting +2 on all skills, but it's simply not telling me) [b]OR[/b] is there really an issue wherein only my unmaxed skills are being upgraded by the effect?
