The only stats on Haku's fan that contributes is INT (and in extension, All stat) and M.ATT, if I'm not mistaken. I think Haku's Blessing only takes from the non-potential M.ATT but otherwise any other INT/M.ATT contribution from potentials will apply passively. That means Boss and PDR won't add to the Kanna's range.

I don't think the 30%boss or the 10% pdr on the fans work when haku uses it.
