How much is the vip earings worth?

yes, yes they can
the item values are server sided and they can edit them anytime they choose.
It might say 8%, but it could really only give you 6% if thats what nexon wanted
they could change the tiering system so that even though a 4th tier item says "8% or 12%: it would actually be 6 and 9 respectively
