Pokemon Tiers are confusing

I totally don't get it at all, can someone please explain?

It's exactly what it sounds like. Pokemon in OU (Overused) are the most used pokemon. These are typically the best ones.

Then we have BL (borderline between ou and uu) UU (underused) BL2 (borderline between UU and RU) RU (rarely used) and NU (never used) In that order.
Borderline means that the pokemon isn't used enough or good enough to be put in the above tier, but is too good for the below tier.
And if the stats are too good or something is really good about that pokemon, it is banned to the Ubers tier.

Pokemon can be used in any tier above, but the minimum tier is the tier that it is listed as. For instance, Durant is rated as RU. That means it can be used in RU, UU, OU, and Ubers. But Conkeldurr is rated as OU, which means it can only be used in OU.
