I use Paint Tool SAI, and I find that it's very nice. There are some very nice and unique brushes able to be used for it. So you can make a lot of different lines, textures, etc. However, it's "free". Up to you if you want to be a pirate or not.
Well I bought a bamboo tablet for something dollars. It was a pretty low price actually. Got a bunch of nice programs, plus discount for the high end adobe stuff. Which is pointless what my university. Gave x people the whole adobe collection. All that high end crap and I not even a part of design.
I also have gimp and paint tool sai Though paint tool sai ain't free I think, but err you know the deal, I actually like it though and use it the most other than all that other software.
Inkscape is lovely for vectors and can even smooth out your line art (via bitmap path tracing, needs lots of node altering though). Its function is very similar to CorelDRAW (I can't really note the differences though since it's been years since I've last handled with Corel). I've heard firealpaca is a mix between Photoshop + SAI; I haven't tried that out yet personally though. Pixia is great for landscape painting with lots of texture options but unfortunately the last time I touched it, it's very glitchy with layers and with saving.

there's no such "best software" I prefer paint tools sai and Photoshop you normally have to pay for both, but you can find them online for free

There are methods for getting programs for free. It's not that hard. People have cracked versions and tutorials for installations everywhere.

GIMP and Paint.Net are the only ones that come to mind.

My personal favorite for pure sketching and doodling is SmoothDraw.
