Was equipping a crafted hat for charm. Threw it away but there was another 1 in my inventory. Thought i threw away my 24%luk ra hat but I had it equipped. whew

This is a 100% your fault so GM's will not and should not compensate you.

This is literally one of the many reasons as to why you (should) use item locks. If you plan to scroll that item or cube it frequently, just lock it for 7 days. Better to have your item safe rather than be sorry you accidentally dropped it and regret not locking it later, if it does happen. It almost happened to me once but thankfully my item was locked. But in regards to your question, No they most likely will not give you back your item since you dropped it. So if you're equipping items for charm exp, just lock you main helm(s), belt, etc. Or if you use drop rate gear like @HeWhoIsGOD said.
But anyhow, sorry for your loss OP. Hope you learn from this.

@ItzAlec I know, I do daily Zak runs for exp and the helmets as well and I'm worried that I might drop my hat if I don't double check if I'm wearing it or not before I start dropping all those Z-Helms.

Just a little advice. Lock your items! You have no idea how often people "accidentally" drop their equips while trying to equip drop gear when bossing and doing what you did. And no, Nexon will not do something like that because that was your bad. Sorry to hear about that =/
