is it possible to lock potential lines?

Let's say I have an item with %3 Str %3 dex %3 atk in that order. Can I lock the last line and then cube it for only the first two other lines. If so, how do I lock a potential line?

@kiue: You're so right, they're originally 14k but marked down to 9k sometimes and often given for free in cube packs.

What! they were never 99k each... 99k was in a bundle of like 33 cubes with 10 locks.

You can't lock potential any longer since they removed Miracle Cubes and Potential Locks(99k NX).
