It will still give you a notice even if you don't have the coins. I checked with Clean Slates when the shop was in Ariant and not released anywhere else.

Try to buy 100 cleans, before itll say you need to purchase one by one it will say 5 is your roof

If there is a limit, you'll be warned when you are trying to purchase them.
if there is no warning, then it doesn't have a limit.

The guy sells 20%, no boom scrolls, and 40%, yes boom at 50% chance rate, scrolls.
The female sells 25%, yes boom at 100% if failed, scrolls.
20% = +5 att.
40% = +5 att
25% = +7-9 att
