Not true, you can use an epic pot scroll on rare items.
Epic pot scroll and a few legendary cubes should be enough with decent luck^^
Just toss an epic pot scroll on it...
le change decides if le items gets epic, it can take le one cube to make it le epic or it can take le 100 cubes
