Except since it can't be used with Legendary Spirit, you can't sell a scrolled one. Also, apparently the Artifact Event this patch has Armor Atk 15% as one of the choices for a Day 4 reward.

If you're willing to get a new hat, the Time Travelers Laurel from the Neo City questline has a scroll that this NPC sells, and it gives 1 W.Att/M.Att with 100% chance (only for the Time Traveler Laurel hat, and you can only buy it once)

I remember some 50% +1 ATK scrolls were in marvel machine. Untradeable I think.
