I'm not sure if your saying the Chair of Evan the Guardian does nothing, or if the Heroes chair is better but the Guardian chair heals 100 hp/50 mp every 10 seconds even though it is not specified.

However the Chair of Evan the Guardian (from the crusade) is not.

Is it tradeable?

It comes with the Arkarium Prequests.

Evans can get the Hero Evan chair. It's part of the Silent Crusade questline. I believe its 120, not sure maybe it's 125.
Edit: It's actually called "Chair of Evan the Guardian" if you get it from the Silent Crusade questline.
