I believe the quest has changed since pre-bb, but basically you get to lvl 50 and you recieve a quest from kenta in Aqua. You gather materials that she asks for and give them to her plus 10m and you get the saddle made. now you can ride your dragon till lvl 80.

You need to get the mounts in order.
You can't wait until 120 and then get the 120 mount from what I understand.
