Yea, I noticed that too on my low level characters. As soon I leveled up, my EXp per monster also increased.
Uh the if the attacker is like too high level e.g 211 the whole party don't get exp if u are like 160. It's weird, also nexon introduce this exp system where if u are too low for the monster and able to kill it doesn't give u full exp but the exp according to your level :S

@KajiReborn: I didn't say that I just found out, I only mentioned it. There have been several changes.
Edit: And I doubt it is old either. Maybe at most a couple of months up to a year.

This is sort of old, but yeah. And if you were over the monster's level, you lost EXP, but then they changed that.

From what i remember from Max's Blog, 41+ level from lowest and highest, that exp rate is correct.
