I actually check by myself the difference it made between the Tempestous set and the original Tempest set. I finally decided to wear 7/8 Tempest equips (without weapon) and the rest I filled up with Tempestous equips. Sooner or later (before I get to 200) I'll replace myself with an Empress set that I'll wear for 5 days and then never play on my Lumi again.
