NPC for 1 meso each. You're not forced to loot them lol. xD
You can only do the quest once. Multiple Dark Tachions do nothing.

Edit: Unless you're like many players who already did the quest Pre-BB, then it became available again after BB. It gave me a good amount of exp for just giving a Dark Tachion. xD

NX probably nerfed the EXP the quest gives.
