I forget what the skill is called, but it's been a while since I played and I don't remember if there is a quest to get it or if it shows up automagically. Does anyone know?

Last a remember I did have to do a quest to get it on my blaze wizard but I don't play often anymore so i'm not sure if it was changed or something and my blaze wizard was made before the revamp.

Call of Cygnus. I believe the requirement is to be Lv.120, and you start with "The Alliance Gathers", then complete "Shinsoo's Call" and finally "Shinsoo's gift". Mostly just NPC chat.
