I could be wrong, but I believe it is 1.3*att(4*luk+dex+str)/100
Keep in mind that if you have the kanna link skill you need to multiply what you have by 1.1
EDIT: ninja'd, looks like I was right with the formula though.
1.3*(total weapon attack)[(4*total luk)+dex+str]/100
