is it only when i start the quest do i have to be lower than the monsters level? or if i level too much and surpass the monsters level do i have to start over?

is it only when i start the quest do i have to be lower than the monsters level? or if i level too much and surpass the monsters level do i have to start over?

but say im lvl 50 and so is the monster but when im training on them and i level do i have to find a new monster?
