Just offer and the shop owners will work out the price.
Market decides price not "I want one so sell to me for x price please". Obviously, daggers are the most wanted weapon in the game so they'd be worth a lot more and I'd bet it was really rare before today so people are just pricing high to be safe.
It's just false inflation. Just wait for it to go back down.
However 3bil does sound extremely cheap. They're very expensive in GAZED if you can even find someone selling one.
