If you guys are living together and are attending a University, your only options are to play League on campus, play late at night / early in the morning

when you know your roommate isn't going to be streaming, or pay for faster internet.

QoS is standard on routers now, and even if your firmware doesn't support it, most routers support a custom firmware like DD-WRT which can arrange QoS.

I've been living with only being able to use online gaming between the hours of 3 in the morning to noon, since all the other time there's Netflix and MLB being streamed at the same time.
