Cyber bullying isnt as cut and dry as people think. Online bullying can range from a boy getting beat up but classmates he never before had interaction with to a girl being sexually assaulted all because the usual faceless bully made people believe in false and demoralizing information on the web.
Just saying to "log off" means that you wont see whats posts or content but that wont solve the problem of others seeing it and possibly acting on what they saw.
You can't just be like "Stop making the thing that's making you sad make you sad". You don't choose feelings. Like I get where you're coming from but you can't just look at this objectively. People are emotional beings. I can tell myself "Okay who cares what they think" and I can turn that into a mantra, but it's still going to damage me mentally. I'll never be able to stop thinking about it. It doesn't just go away when you turn off your computer.

This exactly. Cyber-bullying isn't limited to making 1 or 2 hurtful statements to you online. It can be any number of things aimed directly, or indirectly at you. Turning off your computer doesn't turn off the internet. If someone is dragging your name through the mud all over social media, it's not going to erase itself if your computer is suddenly off.
Sure, certain aspects of it can be prevented if you're careful (they can't extort or blackmail you if you don't let anything get onto the internet in the first place), but some things you have no control over. And the internet actually makes tormenting someone easier. Tons of people are always on facebook, instagram, twitter, etc., so imagine how quickly things can spread.

...you've missed the point entirely Someone could PM me on basil and say "HEY YOU KNOW WHAT I HEARD ABOUT FLEXY? I HEARD THAT THEY <something>" And, you know what? I know it's not true. Of course I know that... it's a rumour about me. The internet just facilitates the distribution of that (false) information to PEOPLE WHO AREN'T ME. And these PEOPLE WHO AREN'T ME are people who have a real impact on my life, since... well.... I exist outside of the internet. If I stop going on facebook, that's not going to stop the transfer of information. If anything, it just blinds me to it.
