i got it guys thxs there was 1 hostage up high i didnt see in the first map to the right of nlc.

As others have said, there are 2 in 1 map I believe. Then the last captive is a couple maps to the right, if thats what your missing.. keep on going --->

Congratz, there's one more. As I said, there's one map with two hostages. Maybe you missed that one.
