Agree'd. When I hear "30% weapon" I think of 30% spell traces, lol.

I'd expect to hear "30% matk weapon" if they were referring to potential.

Generally when I hear "30% ____" it would refer to the potential of an item. For example: 30% ...att/m.att (insert weapon) or 30% ... str/dex/int/luk (insert item).
When it regards spell tracing, majority of the people whom I know who spell trace weapons/armor for profits say, "Spell traced with (insert number)%'s."
