Well I met this guy @ the FM where he took a free spot. I asked kindly if I could have the spot and he said sure. I tried quickly to buy a store in the CS, but the "buy" button was blacked out. (It happened on every store in the CS on my character). As I came back to the FM 13, I randomly d/ced. Then the guy waited a long time but still kept the spot for me. When I told him I could not buy a store, he went to check. When he returned he told me to check the CS and there was a STORE PERMIT gifted by him. :O
