unlocked cell --gt any service provider

can an unlocked GSM phone be used on any service providers network that operates through GSM? my phone atm has a sim card so this means its gsm, so as long as I buy an unlocked phone with a sim card slot i should be okay right? im browsing unlocked phone on newegg and in the details there one part that says "Compatible Carrier & Service", can i just ignore this?
i'm sorta confused, if someone could help clear things up for me i'd really appreciate it

yes i am in canada. i already have a phone and provider. i just want to get a new phone without being restricted to koodo's very limited verity. you can buy unlocked phones online, i just don't want to buy one and have it not work. also, @ second poster, do koodo and telus merge since telus owns koodo?
