Friend being transferred to different school district

I have an upperclassmen friend and we're pretty close friends which makes me sad.
He moved out of his old house in the summer to move into another but he's still been attending out school in Pearland for the entire school year. Recently, the district found out about his move and are zoning him into a new district, which he is right next to the zoning line. The school board says that he has to move back into a place within the district for him to be able to attend Dawson High School, he's even offered trying to pay a tuition because of the fact that his parents were paying taxes to Alvin, Not Pearland. He's being transferred out to Manvel High School on Tuesday, right in the middle of the school year(2nd semester already started too) He was pretty popular and had many friends and is pretty much devastated about it.
The main point of this is to ask is there any other possible way for him to override this decision and stay at the current school?

TLDR: Friend is being moved to new district, how can he prevent it

A lot of people in my school are Latin Transfer students. Heck some students at my school take Latin so they don't have to change schools. I believe our school is the only one in the district that offer said class, which enabled them to stay.

That happened to me. I lived just outside one district, so I almost had to go to a new school on the other side of the city. Someone petitioned something for me, though, because I was able to continue going to my old school anyway. Thank goodness -- that other school was awful.

All of that occurred when I was in seventh or eighth grade, so it was roughly a decade ago. Things could have changed since then. Hell, your school district could be different. But there's probably some kind of petition he can file somewhere. Especially since it's the middle of the year, and all. You could argue that it'd screw him up academically.

Yeah that happened to my friend... His mom was a total psycho so he moved in with his dad and step-mom.
The school district eventually found out and he was transferred to a school close to where his dad lives.
I asked him to move back with his mom but he refused to. Apparently his mom took him to a psychiatrist, and the Doctor told him that
his mom needed more therapy than he did since nothing was wrong with him and his mom kept thinking he was going to run away.. lol
He was really smart too, great at fixing his own car and others as well.

So there was something he could do about it, but he refused to. Our school's swim team lost a great swimmer and a great friend.
I still talk to him often, but its not the same. :[
