Just come to Broa. We gots cookies.
Pick from Scania , Bera and Windia they are all populated with a good amount of people. Not to mention they get D/c'd a lot specifically Scania.
Now the second part, because of their population they will all have a good amount of market to go off on. So just decide from those in my opinion.
Scania>Bera>Windia
Scania > Windia......... > everyone else.
