Mastery books

Could somebody explain to me how you now get mastery books?
Playing my Dual Blade again, I'm level 180 and want to upgrade some skills but need mastery books to get lvl 30 of the spells etc

The merchant in the dual blade hideout sells mastery books for Dual Blade, a couple hundred(?)k each. Leafre and Henesys both sell Evan books, I believe.
All from the Mastery Book Salesman in both Leafre and Henesys Market Potion Shop
