Reboot enhancing help?

Apologies in advance if this is a dumb question, but I've recently come back to Maplestory and am a little confused about this whole enhancing thing on reboot?

Is it literally just enhancing to the maximum stars?
How come I see some people scrolling on videos etc?
Where do I get said scrolls for my items?
What happens if I enhance them without scrolls?

Also, what level should I start worrying about enhancing all of my items etc and potentialling them

After reading several things I'm still pretty confused, so hoping someone can enlighten me a little bit!

@cautiouskine: So basically, it's just enhancing up to the maximum stars, transfering the stars to new items, enhancing to max again, and cubing?
But it's all RNG based instead of $$ now?

Is that the basic gist of Reboot?

@kittenlover: I didn't know there were any 100% scrolls but as far as I am aware, you can't scroll in Reboot. Majority of people have a farming character with 120% mesos obtained and they use this to farm mesos at Blackgate City, which is accessible through the dimension mirror. Due to kishin now being nerfed it is somewhat slower to farm mesos but it is still the most efficient way. An alternative is by farming through the daily bosses which give a somewhat decent amount of mesos and you can always sell the equips dropped for more mesos.

Sorry I'm so confused haha
Also where do people get billions of mesos?
Do you just farm them on mobs, or?

In Reboot you can only enhance so you use the starforce enhancement in the bottom right corner of your inventory tab. You can starforce your lower level equips to help you do more damage at the earlier stages but otherwise I wouldn't bother starforcing your equips until you hit 100+ so that you can train in starforce maps. "Potentialling" your items would be when you start getting your end game equips such as gollux accessories, emblems, secondaries etc. Otherwise stick to pensalir/frozen gear and potential them to at least 6% main stat each equip to help your damage.
