i was training with another shad today and he told me that shield mastery applies to scabbards now? is this true?

Yes, secondary weapons can now activate shield mastery. This was implemented in the recent RED revamp.
It does, but Dragon Khanjar all the way.
Dkhans will always look smexier than scabbards. Just saying.
Isn't the scabbard a secondary? If it is, then it does work with it.
