It's +1 attack speed and +8 all stats legendary. I got this before they revamped the circulator business. It's on my kaiser, should I keep it?

Attack speed = higher DPS. It's a great potential unless you're going max already.

Definitely keep. It allows you to have max attack speed with a Normal Speed sword. @deathmage122 doesn't know what he's talking about. Unless you're using a ST of course, then it's unecessary.
