You can invite people up till 31st December of last year.
The All 4 One rewards are available till the 31st of this month.

It comes from the patch notes saying
All 4 One Event

Event Dates: December 4 - January 31
Invitation Dates: December 4 - December 31

Any player with a character over level 100 before December 4 can participate in the All 4 One Event as a Crew Boss.
The Crew Boss can invite up to 3 characters created between December 4 - December 31 to their Crew, then help them reach level 100 to earn:

Also I'm pretty sure it says it in game if you read the crew info. I'm not logged in though so i can't check.

I dont think you can invite anyone anymore... but people already in your crew can level to 100 and claim the reward
