The prequests begin in Future Henesys (level 160+).You have to talk to either chief alex of future Chief Stan and do something like "Scouting the Stronghold". Then you have to go through a few more quests for it.
If that level 65 is your highest level, don't even bother. You've got to have atleast a 1.3m range with binders if you want to kill emp. You'd probably be safe to not have binders with a 1.8m+ range

Dont even bother with it. Equips are not even worth equipping. Dont waste your time.
@Krustan: Google it, youtube it. I personally hate prequests and haven't done all the good ones yet. Even empress. (I really don't know where it is)
