i found it now, THANKS everyone
Once you hit level 125, a quest called "The Mysterious Wanderer" will pop up. Progress through the theme dungeon and eventually you will meet them

Neo city -- You have to be level like 120, then go to leafre. Head to the right 2 maps, and go up to the top. Go into the portal and start the questline. When you get far into it, youll go into a futuristic area, and they will be there. I think its the second to last place? (out of like 6). You should get there in like 20-30 minutes after starting the beginning
