Thorns isn't renamed or changed into a passive buff. It's a buff that gives 30 attack + 90% stance after Chaos. Sharpness is a completely new skill. Right now the crit rate adds with our passive crit so thorns will make our complete crit rate 25 while sharpness makes it 30 after Chaos.

Casting Decent SE before casting Thorns allows it to stack in a positive way where casting thorns before SE lowers the crit rate. However if you cast it the way I said to first, their minimum crit and their maximum crit damage is stacked so you'll be doing more damage with crits I believe but the crit rate is the same. Anyways decent SE is probably most useful for DBs after chaos patch. Stacking with our passive crit and giving us more crit rate. And with the crit/cruel ring event coming back, having that ring really helps out a lot as well. 30 passive crit + 10 from crit ring + DSE gives a well amount of crit which is good for bossing/training.
