I can confirm that the character card system will be changed where you can't have 2 of the same class cards.
However, we will have 3 decks to allow for more bonuses, we just can't have 2 or 3 of the same classes. (Example: 2 mechanics = no)

As for the best cards for Kaiser based on my current set-up and future class:
Warriors:
-Kaiser S/SS rank
-Demon Slayer S/SS rank
-Paladin S/SS rank
-Hayato S/SS rank
-Demon Avenger S/SS rank (when it comes out)
Set effect of 3 rank S warriors: 8% of your HP is added to your range.

Pirates:
-Buccaneer S/SS rank
-Angelic Buster S/SS rank (40 DEX, its all right even if it's secondary stat)
-Mechanic S/SS rank (Buff duration)
-Xenon S/SS rank (when it comes out)
Set effect of 3 rank S pirates: 6% PDR

Others:
-Marksman (Critical)
-Kanna (Bossing % damage)
-Aran (HP Drain, but this worthless since Kaiser can use the Command system to recover HP)

@muk96: I'm unsure but I heard there was a change to the system that they'll be disallowing multiples in the decks. I could very well be wrong in which if I am then doubling the cards again would be indeed better.

As of right now, probably Hayato's, Kanna's, Kaiser's, Marksman's, and Mechanic's. Last one's up to you but Drk would boost your HP as well as create a warrior set for another boost.
