Last I checked % str was relatively expensive. At the lowest levels of funding it doesn't matter because 3% str is just as worthless as 3% dex. At the highest levels it doesn't matter because getting 30% of a stat means people are willing to pay plenty for it. But for the purposes of getting 500k range I would almost never consider any class that uses % str/luk.
The classes with the highest buffed ranges will be those with massive innate % total/att/stat or unique funding distributions. This would be
DA: % HP is ridiculously easy to get, take a look at dHB. In addition, many of a DAs inherent skills come with large % HP amounts.
Xenon: Tyrants+OOPArts+Multilateral+Starforce is like 2000 combined stat and 100% damage
DrK and Phantom: Even though % luk and str are expensive, both of these classes have access to Cross Surge, which is basically the best buff in the game for the purposes of range. Elemental decrease is slightly stronger, but doesn't appear in range. FC is slightly weaker, and still considered important enough that DB's standard IA goal is % buff duration for perma FC.
Kanna: 2 fans+Haku means Kanna reaches high ranges with ease. Unfortunately the class itself is mediocre so there's not much you can do with it.
Xenon. after the starforce update I think I get like 200k range self buffed without potions. I'm lv 200 but I spent like 30mil on his gear he's currently wearing lol (no gollux, not even full empress, average 70% scrolled weapon). If I dropped maybe 100mil into him on pirate faf gear I'm pretty sure I could hit 400k range (after I farm my gollux items)
Xenon is the easiest

Kanna, star enchant a fafnir fan for your haku buddy and you get tons of m attack added onto your range.
Zero, and Bowman classes due to how cheap Tyrant Charon and other Archer-type equips are.
Marksman. dex bowman gear is worth the least.
Zero or Xenon.
For clean, they all require a lot funding... There's literally no such thing as "least" requirements
For buffed I'm pretty sure Dark Knights because of Cross Surge..
Assuming you mean fully buffed, Kaiser/AB/Zero/Xenon are the four easiest classes to reach that range.
