What needs more funding to be effective?

EDIT: What with little funds can do some decent damage? Therefore with some funding maybe 30b, who would be the best?

I found my Phantom and DB to be better than my DS, and I don't have a lot of thief stuff while I have a ton of warrior stuff. Maybe I have to get the DS to a level over 130 for it to be better than the others?
30b could make any of those classes decent.. but with no funding im thinking in terms of damage DS>DB>Phantom but im just guessing on that one
so with little funding Demon slayers are pretty decent?
