Techs Wanted for Pc Build 600 budget

Here is something I randomly threw together. I've been told that ASUS motherboards are the way to go and I don't really have a preference on AMD/INTEL or know what the difference between them. I've also heard Corsair is a solid company/brand to use for memory/power supply. Feel free to modify or make a completely new build. My total budget is $650 USD. max Ill go over that budget is $699 USD.

This is just the system. I did not include a new mouse. The case, the NZXT S340, is quite nice and will last effectively forever as it is for most computer cases.

$657.92 total
No tax or shipping fees when buying from Newegg.

Two of these products come with rebates, but are not included in the final price because not everyone can be bothered to fill out the forms and mail them in.
-$20 SAPPHIRE DUAL-X Radeon R9 280
-$20 CORSAIR CX430 v2.3 Power Supply

The AMD Radeon R9 280 is expected to be replaced fairly soon by an R9 300 entry. The release of new AMD GPUs in June/July may also drive down prices across all NVIDIA GeForce GTX 900 series products.
Answer as many questions as you are willing. The information you provide will narrow down the potential computers I look at.

What country/state do you live in?
Can you order online? If you cannot order online, what stores are around you?
Do you already have a monitor, keyboard, and/or mouse? If you have a monitor, what is its screen resolution?
Do you need an operating system such as Windows 7 or Windows 8?

What games do you play or want to play?
What other programs do you use?
Are you interesting in overclocking the processor, the video card, or both?
Do you have any preferences or restrictions for a computer case(features, looks, colors, lights, etc.)?

Mention any other special requests you may have. Be as detailed as you can with all your responses.
1.Live in a small town in Minnesota.
2.Yes I prefer to order online due to having no stores around me for 2 hours.
3.I have BenQ and a Razer Ultimate stealth. No mouse yet.
4. My friend can get me an OS program.
5. I would play sandbox type of games and also FPS games.
6.I would use this 100% for gaming with some web browsing.
7.Yes I would like to overclock if it is simple to do or already comes overclocked.
8.I wouldnt mind having a window and lights but it isnt important and I can always upgrade in the future.

Overall, $600-700 is my budget for now to get me a pc and start gaming. I will upgrade pieces at a time and make it better so maybe find things that can work with low budget items (now) but can be upgraded into a beast rig later.Hope this helps you help me!

@baddenboy12 That looks amazing. I will get 2nd opinions on that build. Thank you

@Daradboyz Thank you for your input. Can you make a build for 600-700? I would like to see what you would do.

1. you don't need a cooler if you're not overclocking
2. you don't need that motherboard if you're not overclocking
3. get a little better of a graphics card and SSD with the money you've just saved
