Why hasn't anyone said Beast Tamer Bird?
Wind Archers have epic mobility skills from the start though. You can jump up and then use wind-walk to glide to the other side of the map without ever touching any monsters.
Xenon,Mercedes, zero, DS/DA, cannoneer
I'm really surprised no one said AB. We really have the best "flash jump." Plus the grappling hook thingy (that I can't remember the name of because it's really late for me) is awesome. And the class is all about control.
Xenons have brilliant mobility.
Pirate: Cannoneer. This requires quite a bit of control if you want to go precisely on certain spots.
Warrior: DS, DA, or Zero.
Bowman: Bowmaster
Thief: Xenon
Mage: I'm assuming you aren't too fond of teleport.
Zero takes quite the bit of mastery to utilize effectively. I also consider it as incredibly mobile. Second on that list would be DS. I'd list the next with Xenon, but I believe they don't require very much control (rather simple in gameplay, which is fantastic).
That'd be my top three.

i'd say hayato is the most mobile on the ground, followed by dual bladers.
mercedes are among the most mobile in the air, but they chain off of ground combos so i'd say they're there with DB's.
jett has double FJ but most of her skills have you pegged to a single place.
xenon has a few mobility skills and is the only class that can truly "fly"
and then i guess Demon avenger/slayer. with their various jumps
Zero has an incredible amount of mobility and takes a lot of control to be effective.
I just roll my face on my keyboard though.

Jett has decent mobility too
Marksmen need quite a bit of control to get good damage when training (damage and critical rate depend on range)
Mercedes, wind archer. (archer)
Cannon shooter or Angelic Burster. (pirate)
Demon Slayer or Demon Avenger or Kaiser or Zero. (war)
These guys are pretty straight on that.
zero flies around the most, whenever they open the class for creation again.
I really like DS in terms of mobility.
