I think unfunded means spending no money on it.

Technically, unfunded means no mesos put into a character and everything obtained from scratch. People use it a little loosely to refer to funding amounts too small to be considered true funding in their eyes, which obviously varies depending on the person. Realistically, unfunded can mean anything up to 1 B, but there are people who consider anything below 10 B to be unfunded.

Unfunded means to use the equips that tot gives or the equips that events give. Xenon are very powerful.

it really means different things to different people.

That being said, one thing that helps xenons a lot is loads of common gear with + all stat (event gear + evo rings for example) as they benefit from this gear more than most classes.
