You would have to perm your hair to get the exact feel of the hair that he has.
If perming your hair is not an option, you can achieve something similar just by having enough volumes and use blowdryer with any hairclay or hairwax (Gatsby).
You want to create the look of dryness with the hairclay/wax and define the style while trying to layer out your hair little by little.
The result would not be as great as it would be without the perm and would not give you the exact feel of it. The texture would also be very different. However, you should be getting something close to it when you make the magic happen with the blowdryer and hairwax.
I don't know why people are hating; the hair is cute.
You could probably do it with even just a straightener, if your hair is already textured, and not
total flat and straight. If not, maybe sea salt spray could do the trick to get the texture. The hairstyle
also has a lot of volume, which you might be able to get from teasing your hair and a volume spray.
Then run a blow dryer through your hair, facing it upwards, to get that floppy effect.
EDIT: I agree about getting your hair layered, if it isn't yet. Layers add more volume.
@LeeJoon: There's more than 1 way to achieve this hair style.
Flip head and blow dry wet/damp hair. Or use mousse. Creates volume at roots.
Section hair into layers.
Crimp (pull iron down a section of hair while flipping the tool back and forth.)

layers which will give volume + crimper if your hair is not naturally a bit wavy like that, use some form of texturizer to get the crimmps and strands of hair look more individual, or hair wax, which also somewhat loosens up the strands, if used correctly.
If all else fails, take a snapshot of that hair, bring it to a good hairstylist, and you're good.

Dating an Asian guy. He got a similar look by just walking outside in the morning and having the wind blow his hair all over. I guess, blowdryer and some Gatsby.

I'm no expert but it looks like his hair is damaged from colouring and blowdrying so if you wanted to achieve a similar look try blowdrying your hair on the sides till it get damaged.
Buy a wig.
