Which parts of horntail actually does DR and how do I know when it's going to do it and when DR is actually on?

Only the left head does damage reflect for Weapon attack.

There are 3 kinds actually.
Physical(only physical attacks are reflected), Magical(only magical attacks are reflected) and both(reflects both Physical and magical attacks). The colors are red for physical, blue for magical and purple for both, if im not wrong.
Most bosses use both though, so most of the time it wont matter, since it will reflect any kind of attack regardless of if its physical or magical.

always has been,if you attack slowly you should have enough hp to tank it its only 15k

Edit: chaos horntails left and middle head do damage reflect. not sure how often though, never timed it.
