Medical Problem, help

hey guys, so i found out that there are things that look like dried up blood vessels in the most top part of the leg which is almost the fatties part.
and some what near the betweens and sorry if its a little inappropriate
my question is if its normal for everyone to have it because i remember i didnt have it 6 years ago or something
or should i ask a doctor or my parents
