When trying to improve range it's important to stick to basics. Slowly improving your weapon attack is key (imo).
I'm not sure where you stand financially but as every said, scrolling your dagger would be a primary
goal. It could be costly but having increased weapon attack is a great improvement. Also, I don't see that you listed
att on your gloves(?) There's quests you can do to get a few scrolls to help with that. I would then think about
improving your potentials last (since that usually takes the most funding).

Other little things...
~ Think about using a top/bottom (maximize potentials possibilities)
~ Crusader Shoulder (2 att on them)
~ Glasses(can also provide % potentials)
~ Belt maybe

The dagger and the katara is the most important for me, but judging from your equips, I assume you don't have that much funding.
1. scroll the katara with 100%s, and use some enhancement scrolls since they are dirt cheap right now. Since you can pretty much make the meteor katara over and over again [assuming you have smithing], leave the dagger for now since is impossible to scroll a decent dagger with no mesos, not to mention the price on dagger scrolls
2. 3% luk top/bottom, 3% luk earrings should cost no more than 5m [mardia price sorry], 2-4% luk sneakers shouldn't be too pricey as well, since everyone is fusing them like crazy
3. Silent Crusade quests: the atk rings and the shoulder equip for 7.5m (?) -->(easiest atk boost)

Well I thought an angelic blessing would increase my range so I bought it, guess I was wrong... So, basically I just need more % luk equip?
