Depends on your world. In windia, I've seen clean fafnir wands and a terminus wand unsold for as low as 1B. Staff is nearly nonexistent, and the few I've seen recently in the FM usually go for around 4-5B A/Ws.
I got my staff recently for 3.3B, so you can haggle the price depending on the seller.
Really depends on how fast and desperate the seller is willing to sell it for. I've only seen maybe 2 clean wands in the FM lately and they averaged around 3-4b.
